NEW YORK, NY – Following a federal district court ruling blocking New York State from enforcing renter protections under S7882/A1417-B, Manhattan Borough President Brad Hoylman-Sigal issued the following statement:
Manhattan Borough President Brad Hoylman-Sigal said: “Today’s preliminary injunction is disappointing, but I’m confident that upon full briefing, the Court will find our law is reasonably tailored to protect Manhattanites from illegal rent price-fixing such that it does not run afoul of commercial speech protections. We are facing a generational housing crisis which demands urgent action. I’m hopeful the Court will revisit its decision and ensure that Manhattan’s tenants will no longer fall victim to illicit AI rent collusion and price-fixing.”
Then-State Senator Brad Hoylman-Sigal sponsored S7882/A1417-B, which prohibits landlords from using algorithms to artificially inflate rents and reduce housing supply. Governor Kathy Hochul signed the bill into law on October 16, 2025.
