Byford’s April 3 letter is in response to a March inquiry from U.S. Rep. Jerrold Nadler, three members of the New York State Legislature, and Manhattan Borough President Brad Hoylman-Sigal. That letter, released by Hoylman-Sigal, called for Amtrak to either identify the legal basis for not releasing the RFP or to release the document.
